Arrest Summary Excerpt: “On 03-21-17, responded to the Family Dollar, located at 4075 Deltona Boulevard in reference to a retail theft. Upon arrival contact was made with store manager, Jacqueline Montgomery, who advised the defendant set off the security alarm at the front of the store. Jacqueline advised she confronted the defendant, at which time she was able to retrieve three (3) makeup items from within the defendant’s purse. Jacqueline advised the defendant left in a local cab, Hanks Transportation. Contact was then made with a representative of Hanks Transportation, who advised the cab driver picked up the defendant and was heading to Motel 6 located at 6172 Commercial Way.
At this time, reviewed the security footage with Jacqueline. I observed the defendant enter the store at 1251 hours. I observed the defendant make several selections of makeup products at 1255 hours, and conceal said items in her purse which was located in a cart. I observed the defendant look at the purse as she concealed the items inside it. The defendant then passed all points of sale without any attempts to render payment, and was confronted by Jacqueline at 1309 hours.
Deputies responded to Motel 6, where they made contact with the defendant. There the defendant spontaneously uttered, “I already tried to work it out with the people at Dollar General, but they wouldn’t let me.” Post Miranda warning the defendant advised she was placing the items in her cart and was unaware she was concealing them.
Based on the above information, the defendant was transported to the Hernando County Jail without incident where she was charged with one (1) count of Retail Theft and placed on a $500.00 bond in accordance with the bond schedule. The defendant was given a court date of 04-12-17 at 0900 hours.”
TORRES, HECTOR

Arrested on 3/25/17 at 234 SPRING HAVEN LOOP, SPRING HILL, FLORIDA
Arrest Summary Excerpt: “On today’s date, at approximately 0.155 hours, observed a blue vehicle bearing FL tag EPZQ61 leave the Speedway at 100 Mariner Blvd. The vehicle failed to come to a complete stop at the stop sign before heading northbound on Mariner Blvd. l conducted a traffic stop on the vehicle at 234 Spring Haven Loop. As I approached the driver, later identified as the defendant, Hector Torres, at which time, the defendant opened up the driver’s door and I detected a strong odor of marijuana emitting from the vehicle. I observed the defendant to place what appeared to be a marijuana cigarette into his mouth and the defendant started to chew in an attempt to destroy the marijuana. The defendant was removed from the vehicle and spit the remaining contents of the marijuana out into my hand, as well as the ground. The defendant then spontaneously stated, “It was just a little marijuana, I did not want to get into trouble. I’m sorry”.
The defendant was then placed under arrest. The defendant advised the only thing that was left inside the vehicle was a small glass jar which had once contained the marijuana. located in the back seat a small glass jar containing green leafy residue. I tested both the green leafy substance the defendant had spit out of his mouth as well as the residue inside the glass jar using Narco Test Kit #7608 which both tested positive for the presence of THC. While at the jail, the marijuana which the defendant had spit out, was weighed using the Ohaus scale, serial #23392 in which the marijuana weighed 0.1 grams.
The defendant was then transported to the Hernando County Jail where he provided a sworn written statement that was later placed into Evidence. The defendant was given a verbal warning for running the stop sign. The subject was held on a total bond of $4,000 and given a court date of 04.192017 courtroom C at 0900 hours.”

Arrest Summary Excerpt: “On 03/25/2017, I was dispatched to the parking lot of 6250 Commercial Way, the Weeki Wachee Village shopping plaza in reference to a white male and white female sitting in a blue sedan having a verbal dispute.
Contact was made with the male standing outside of the vehicle, who identified himself as Gary Phelps, and the defendant, who identified herself as Tiffany Nash Phelps, who was sitting in the driver’s seat of the vehicle.
While attempting to have both subjects provide photo identification, Gary Phelps fled the scene. As l attempted to chase Gary Phelps, the defendant began to move her vehicle.
I then ran after the defendant, at which time she stopped her vehicle. It should be noted that I detected an odor of Cannabis emanating from within the vehicle. A check of DAVID and Teletype revealed the defendant to have a suspended license. The defendant was taken into custody for said charge.
Several patrol vehicles searched the area for Gary, with negative results. It was determined that Gary had an active out of state warrant that would have been extradited.
A search of the vehicle revealed paraphernalia and Marijuana. It should be noted that the defendant, also had in her front left pocket, a small baggie of a green leafy substance which also field tested positive for Marijuana (THC). The defendant was very cooperative with law enforcement and forthcoming with information, reference to items within the vehicle.
The defendant was taken into custody and transported to the Hernando County Jail. The defendant was issued a court date of 04/19/2017, at 0900 hours in Courtroom C. The defendant is being held on a $1000.00 bond.

Arrest Summary Excerpt: “On 32517, Affiant responded to the Hobby Lobby located at 12950 Cortez Blvd, Brooksville, Hernando County Florida and made contact with the assistant manager, Alberto Torres, Alberto stated to this Affiant he suspected an unknown white female was taking merchandise such as gel pens, and other miscellaneous merchandise from the arts and crafts area and placing them in her purse. The female walked to the back of the store, where Affiant made contact with her at the request of the assistant store manager to trespass her from the store.
After speaking with the defendant, she stated her mother-in-law was waiting outside the store with her car, but drove off. The defendant further advised her mother-in-law told her to steal items from the store. The defendant stated she was not concealing any items, which was why she was in the store for an hour. I observed the defendant holding a small black zippered pouch in her hand. The defendant took this Affiant to the side and stated she was embarrassed at the contents inside, and then revealed to me a metal spoon with white residue and two un-capped syringes. The defendant stated she used the syringes to inject pills which she did not have a prescription for. Affiant asked the defendant what kind of substance was on the spoon, and she stated she did not know exactly what it was
Marquis Reagent test A was utilized and the substance tested positive for opium alkaloids. The defendant was placed into custody and transported to the Hernando County Jail without incident where she was held on $1,000.00 bond.”

A criminal record inquiry in FCICINCIC revealed the defendant to be on Felony Probation for the original charges of: FALS. IMPRSN-NO INTENT, AGG ASSLT WI WPN NO INTENT TOK, POSSESS MDMA. (Sentenced 12/12/2011, scheduled termination date 12/31/2020) Department of Correction #167482.

Arrest Summary Excerpt: “On 03/26/2017 at 0.111 hours at 2185 Deborah Drive, the defendant was intoxicated and committed domestic battery on Alysia Loder when he became enraged after he initiated a verbal altercation. The defendant pushed the victim to the floor and struck her head against the closet wall. The defendant also grabbed the victim by the wrists and ankles, scratching the victim and causing visible injury. During the altercation the defendant became so enraged that he killed the victim’s 9 week old kitten named Rajah. The victim attempted to call 911 and the defendant responded by grabbing the cellphone from her hand, smashing it on the floor, and throwing it in the toilet. The battery was witnessed by the victim’s daughter, Haley Raborn.
When Alysia Loder asked the defendant what did he do to the cat, and the defendant said “I was pissed off so I killed her.” This statement was heard by Alysia Loder, Haley Raborn, and Tyler Raborn.
The defendant and victim live at the residence together as a family, they are engaged to be married, and have an intimate relationship.
The defendant then fled the residence in a rental vehicle. During the investigation the defendant was observed driving past the residence and was stopped by deputies. The defendant was taken into custody and denied, post Miranda, committing the battery and killing the kitten. The defendant admitted to smashing the cellphone.
The defendant was arrested accordingly and transported to Hernando County Jail without incident. The defendant was charged with aggravated animal cruelty and held on a $2,000 bond. The defendant was charged with domestic battery and held on a no bond status. The defendant was charged with witness tampering and held on a $1,000 bond. The defendant was given a court date of 04/24/2017 at 0830 hours in Courtroom E.”
