The BOCC voted to establish the Kass Circle Community Redevelopment Area (CRA) on March 22, 2016. At the end of May, the planning department submitted a grant request of $2,250 to the SWFWMD Springs Protection Education Funding Program. The county explains that grant will fund mapping of the stormwater infrastructure in the Kass Circle CRA. In the grant request, County Planner Patricia McNeese states,
“This is an educational and experiential learning project focused on stormwater runoff in the urban springshed of the Weeki Wachee spring in Hernando County. The project will bring together Hernando County students, University of Florida students, and citizens and business owners of the Kass Circle Community Redevelopment Area (CRA) in Spring Hill, Florida. Students will be engaged in a multi-media exercise called “Where the Water Goes” that includes field mapping, stormdrain stenciling, and generation of media for eventual use of low impact development (LID) techniques and best management practices (BMPs) in the CRA environment. This “pilot” project is located in the oldest and highest-density portion of the original Spring Hill plat, and will demonstrate practical pollution reduction applications for use by property owners in all of the Spring Hill urbanized area, which occupies the majority of the Weeki Wachee springshed.”
