T. Jennene Norman-Vacha, Brooksville City Manager, received a copy of her performance evaluation from the council members at the February 1, 2016 meeting. The evaluation reflects eight categories which are scored from one to five. Her overall score was 4.025. Natalie Kahler, Mayor of Brooksville, stated there were “lots of great comments” for Ms. Norman-Vacha to read. Ms. Kahler stated, “I know this is a terrifying day for you. Nothing like having a performance evaluation in front of the whole world.”
The vote on this date was to determine whether the City Council would renew the City Manager’s contract. Robert Battista, Vice Mayor, wanted to clarify that the contract is not effective as of 02/01/16, but will continue for another year effective 06/07/16. The motion passed five to zero in favor of renewing the contract.
The City Manager’s original two year contract was signed on 05/21/07 and is extended yearly without the need for a new written contract. Her original salary was $80,000, with additional benefits and merit increases. Ninety days before the contract anniversary date, the City Manager is evaluated by the council members. Ms. Norman-Vacha’s current salary is $96,617.
According to the mayor, “It’s wonderful to have stability at the top of an organization. And I think it says a lot about our city but also a lot about our city manager that we are able to continue to work together so well. Longevity is often key to real success.” Ms. Kahler thanked Ms. Norman-Vacha for being willing to work with them.
Ms. Norman-Vacha thanked the council. “It’s a pleasure working with this board and I believe that our next year going forward will be wonderful and we will continue to do great things in spite of difficulties and limited resources.” She stated that council members were welcome to meet with her regarding any issues and she would work on them quickly.
Council Member Frankie Burnett praised the City Manager for her outstanding ability to work with each council member. He stated that it is standard for an individual to keep three people satisfied, but felt that Ms. Norman-Vacha made an effort to address issues and concerns of all the council members. Ms. Kahler agreed and stated that required great people skills.
