On arrival, contact was made with the defendant, Emily Heather Pepper, who was properly identified by her Tennessee driver’s license, DOB and Social Security Number. A routine computer check revealed that the defendant had an outstanding warrant (#W792232270) out of Tennessee for Felony Theft over $2,500. This warrant was confirmed by Operator #34. The defendant was then placed under arrest for the warrant and was transported to the Hernando County Jail without incident.

Arrest Summary Excerpt: “On 07/25/2017, Christopher Rosario entered a rental agreement with Great Rooms LLC, located at 4195 Mariner Boulevard, to purchase 1 Phillips fifty (50) inch television, one (1) Playstation 4 Call of Duty Infinite Warfare Bundle, and one (1) Playstation 4 Dragon Ball game disc. Contact was made with Jaime, who is an assistant manager at the store. Jaime advised that the last payment that Christopher made on the rental agreement was on 11/19/2017. Jaime advised that the store made several attempts to contact Christopher in person at his address listed in the rental agreement. Jaime advised that a certified letter was also sent on 12/16/2017 advising Christopher that if contact was not made with the store, they would take legal action against him.
Contact was made with Christopher at the Hernando County Jail where he was incarcerated on unrelated charges. Christopher advised post Miranda, that he was aware that he was late on his rental agreement, but did not know about the letter or that Great Rooms was trying to contact him as he had moved within the last two weeks. Christopher could not provide his current address.
Christopher was placed under arrest for Failure to Return Leased Property. Due to the amount Christopher was given a Felony court date of 01/23/2018 at 0900 hours.”

Arrest Summary Excerpt: “On today’s date at approximately 1951 hours while on routine patrol I observed a dark colored SUV make an eastbound turn from the west Coronado onto Spring Hill Drive. The vehicle went into the far north lane and headed eastbound in the westbound lanes, almost getting into several vehicle collisions. I activated my emergency lights and sirens where the vehicle continued down to Fayson Lane where I exited my patrol vehicle and was able to open the driver’s door while the vehicle was still in motion. The vehicle came to a rest on the sidewalk at the intersection. I attempted to remove the driver / defendant, Debra Soehngen, from the driver’s seat, in which she pushed away my arm, and as I grabbed her left wrist, she attempted to pull it back, away from my control, where she was escorted to the ground and placed in custody. It should be noted I was in my Class B uniform which displays Hernando County patches on the left and right sleeves, as well as a silver badge on my chest. Due to the defendant’s bloodshot and watery eyes and slurred speech, as well as the heavy odor emitting from the alcohol and her person, Deputy Cochran with the DUI unit was contacted in which Debra showed severe signs of impairment.
The defendant was placed under arrest for DUI and transported to the Hernando County Jail where she was afforded the opportunity to submit a test of her breath for the purpose of determining its alcohol content. At 2102 hours the defendant provided a sample of 0.199 using the Intoxilyzer 8000; however, at 2107 hours she became irate and non-compliant and refused to submit to any further test of her breath and signed the refusal sheet. The defendant was then charged with the above charges. The defendant was provided three traffic citations #1151XBC for DUI Refusal, #A9E4EWE for driving on the wrong side of the road, and #A9E4EXE for Fleeing to Elude. The defendant was given a total bond of $16,000 and given a court date of 01/23/2018, in courtroom D at 0900 hours.”

Arrest Summary Excerpt: “On 12292017, Deputy D. P. observed a blue 2007 Mitsubishi Eclipse bearing FL tag… in the parking lot of 1208 Kenlake Ave, located within Hernando County. The vehicle was observed to be parked partially in a grass median with its front right tire down in a concrete drainage ditch.
I responded to the scene at the request of Deputy P., who suspected the driver to be impaired by alcohol.
Upon arrival I located the defendant, Arthur W. Blanchette, to be seated behind the steering wheel of the above mentioned vehicle. The keys were on the roof which is where Deputy P. advised he had placed them. Immediately upon speaking to the defendant, I observed him to have bloodshot and watery eyes, slurred speech, and a strong odor of alcohol emitting from his breath. I requested the defendant exit the vehicle in order to complete field sobriety exercises. Upon the defendant exiting the vehicle, I observed him to have urinated on his pants, in addition to his car seat being soaked with urine. I questioned the defendant as to what he was doing in the parking lot, to which he advised “trying to find a spot to take a piss and I fell down.” I also observed the defendant to have a small laceration above his right eye consistent with a fall. I requested the defendant to come to my patrol vehicle in order to conduct field sobriety exercises on camera. The defendant was so impaired, he had to utilize both hands to balance on his vehicle while side stepping and immediately upon letting go of the vehicle, he nearly fell and had to be caught by me. Due to the defendant’s advanced age (74 years old) and state of extreme impairment, I did not allow the defendant to complete field sobriety exercises out of concern for his own safety.
I placed the defendant into custody and transported him to the Hernando County Jail. Upon arrival at the jail, the defendant provided two breath samples for the purpose of determining the alcohol content of his system. The breath samples were 0.112 and 0.108 BAC. Both samples are well over the legal limit. The defendant was then booked into the Hernando County Jail where he was issued a court date of 01192018 and is being held on a bond of $1,000.”

Upon arrival, contact was made with the victim, who stated the defendant suspected infidelity in their relationship, in which he entered their bedroom while she was in it and struck her with a closed fist on the left side of her face and mouth. The victim advised she and the defendant have been married since February 2015.
The victim advised that she and the defendant had “a few shots” of alcoholic beverages.
Your affiant observed the victim to have a minor cut on the left side of her lip, which was bleeding. Your affiant also observed the victim’s face begin to swell, which was consistent with her statement of the defendant striking her.
Your affiant observed the defendant to be intoxicated.

Arrest Summary Excerpt: “On 12302017, I responded to the Mobil gas station located at 6200 Commercial Way, within Hernando County, in reference to an unresponsive person behind the wheel of a vehicle. The caller, who wished to remain anonymous, advised he located a female slumped over the center console of her running vehicle at the gas pump.
Upon my arrival, I located a 1998 gold Ford Taurus, bearing FL tag…. to be parked at a gas pump on the west side of the gas station. I found the car to be running with the defendant, who was later identified via the DHSMV database, as Melissa Gariepy. Numerous attempts to wake the defendant, including beating on the windows and doors and utilizing the sirens and air horn on the ambulance, were unsuccessful in waking the defendant. The defendant was evaluated by EMS personnel, who determined she was not having a medical episode. Located on the passenger seat was a nearly half empty 1 Liter bottle of Captain Morgan spiced rum and numerous beer cans and bottles. I also observed the defendant’s eyes to be dilated under direct light, which is indicative of narcotic use. I observed the defendant’s eyes to be bloodshot and red and her to also have an odor of alcohol emitting from her breath.
The defendant requested that she be able to perform field sobriety exercises and I complied with her request. The defendant completed the field sobriety exercises, which yielded strong evidence of impairment. The defendant was taken into custody and escorted to my patrol vehicle. The defendant refused to enter the vehicle numerous times, and finally had to be escorted into the vehicle by two deputies. After being secured in the vehicle, the defendant proceeded to scream profanities while attempting to kick out the driver’s side rear window. The defendant then began to spit at deputies and all over my patrol car, while screaming profanities. The defendant also kicked at deputies numerous times. The defendant was further secured with leg shackles and a hobble restraint, in addition to a spit hood.
While being transported to the Hernando County Jail, the defendant was able to remove her spit hood and continued spitting at this deputy. The defendant was also able to defeat the hobble restraint due to her small size, by bringing her arms underneath her legs. The defendant then proceeded to violently kick the plexiglass partition behind the driver’s seat of my patrol car. This caused my seat and head to violently shake about, due to the glass partition striking my head rest. The defendant had to be removed from the vehicle and re-secured. The defendant continued to spit even after being placed into the spit hood.
Upon arrival at the jail, the defendant was still extremely irate despite numerous attempts to calm her down. The defendant was combative with booking staff and refused to exit my patrol vehicle. The defendant had to be carried out of my patrol car and into the booking area. Upon arrival inside the booking area, the defendant continued to be combative and had to be placed into a restraint chair where she continued to scream profanities and attempt to spit at and bite deputies.
Due to the defendant’s extremely irate and combative nature, she was unable to provide a breath or urine sample. It should be noted upon conducting a computer records check, it was revealed the defendant was arrested on 12252017 in Pasco County for battery on law enforcement and is currently out on bond. Due to this, I request this defendant be held on a no bond status. The defendant was issued a court date of 01192018.”

The defendant than battered Jessica by striking her against her will. Jessica’s friend, Rachelle, attempted to intervene to protect Jessica at which time Steven also struck Rachelle against her will.
According to Jessica, Steven struck her in the hand with a necklace. The necklace was found on scene, and Jessica had injuries consistent with her statement. According to Rachelle, Steven punched her in the face. Rachelle had injuries consistent with her statement. Another witness on scene also corroborated the victims’ statements.
Steven admitted to hitting Jessica and Rachelle, but claimed it was in self-defense.
Steven was transported to the Hernando County Detention Center where he was charged with Domestic Battery against Jessica (no bond) and Battery against Rachelle ($1,000 bond).”

Arrest Summary Excerpt: “On 12/28/2017 I responded to Pioneer Park located at 6799 Pinehurst Drive in reference to a physical disturbance. Upon arrival contact was made with Leila, who advised that on said date Ahndre, approached her in an aggressive manner and “snatched” her Motorola Moto4 cellphone out of her hand. Leila stated that the defendant then threw the phone over a fence, causing it to shatter. Leila did state that the defendant did grab her hand and hair when he grabbed the phone. Leila advised that phone was worth $350.
Contact was then made with the defendant, who did admit to this offense.
The defendant was then taken into custody and transported to the Hernando County Jail. Once at the jail, the defendant was given a court date of 01/23/2018 and held on a total bond of $4000.”
