Arrest Summary Excerpt: “On 01/10/18 while on routine patrol I observed a maroon Jeep make a right turn onto Mariner Boulevard from Cortez Boulevard. As the vehicle made the turn I observed it to accelerate and an extremely high rate of speed which caused the tires to emit a high pitched squeal. I followed the vehicle and observed it was traveling at 60 MPH in a 45 MPH zone.
I conducted a traffic stop of the vehicle due to the unlawful speed.
As I approached the vehicle I observed it to be shaking back and forth and I observed the male driver/ the defendant, Philip Lawhorn, attempt to move into the back seat. As I made contact with the defendant he still had his legs and feet under the steering wheel, but his chest arms and head where in the backseat as he was still attempting to move himself out of the driver’s seat. At the same time I observed the defendant diving into the back seat, I observed the female passenger try to get into the driver’s seat. I observed the female passenger actually sit on the defendants feet as they both attempted to switch spots.
As the female opened the front door instead of rolling down the window I detected the strong smell of fresh marijuana emitting from the vehicle. At this time I had the defendant step out of the vehicle. The defendant became very angry and began to yell and curse. A search of the defendant yielded a plastic baggie containing a green leafy substance.
The green leafy substance tested positive for marijuana (THC) using NARCO test kit 7609.
I then asked the female, who identified herself as Andrea S, who was driving the vehicle at which point she stated “my boyfriend”. I then asked Andrea why she tried to jump into the driver’s seat, at which point she stated “because he told me to”. I asked Andrea if she would like to fill out a statement form at which point she stated she would never fill anything out.
At this point Andrea became agitated and began to also scream and yell and attempt to film the encounter with her cell phone. I asked Andrea multiple times to stop going by the defendant, who were both still screaming and yelling, but she did not listen. Andrea was eventually taken into custody by Deputy M, however while doing so, she kicked him in the genital region. Andrea was arrested for Battery on a Law Enforcement Officer under a separate case number.
The defendant refused to get into the patrol vehicle. The defendant was physically assisted into the patrol vehicle by multiple deputies, at which point he began to slam his head and feet in the windows. When Deputy W. opened the patrol vehicle door in an attempt to talk to the defendant, the defendant kicked Deputy W. in the chest twice and the forearm once. The defendant was then pepper sprayed, removed from the car and placed in leg restraints as well.
The defendant was then transported to the Hernando County Detention Center where he is being held on a $5,000.00 bond per the bond schedule for Resisting a Law Enforcement Officer With Violence, $1,000.00 bond per the bond schedule for Possession of Cannabis Under 20 grams and $1,000.00 bond per the bond schedule for Possession of Paraphernalia.”
Stolen Bicycle found being ridden by one of the people seen entering property

Arrest Summary Excerpt: “On 01-12-2018 Hernando County Deputies responded to 17479 Nicholas Ave in reference to a residential Burglary. While completing a neighborhood canvass, Deputies were notified that at approximately 0800 hours the victim’s neighbor, Paul, witnessed a white male and white female enter onto the curtilage of the property and take a Kent Road Tech bicycle from under the overhang of the roof.
While canvassing the area near the burglary, I observed a white female riding a bicycle northbound on Broad Street in Brooksville. The bicycle fit the description of the reported stolen bicycle; same color, size, make and model.
Contact was made with the female near 6130 Broad Street. The female was asked to stop, and she complied. The female, later identified as 16 y/o Abigail, advised she took the bicycle from the Circle K, located at the intersection of Spring Hill Drive and Broad street. Abigail advised she believed the bike to belong to a friend of hers, but could not advise a friend’s name or if she was allowed to have it.
Witness, Paul, responded to the location of the stop and positively identified the Abigail as the female he witnessed with the white male who entered the property of victim, Anthony. The victim, Anthony, responded to my location and positively identified the bicycle as his; however, it was later discovered that the bike Abigail was riding was stolen from 17455 Sandlewood and later reported under case 2018-01218.
While still on scene at the traffic stop with Abigail, I observed the defendant, who I already had probable cause to arrest reference case 2018-01099, riding northbound on Broad Street on another bicycle. I attempted to stop the defendant, at which time he lost control of the bicycle, crashed, and was placed under arrest.
In a recorded post Miranda interview, the defendant admitted to going to the residence with Abigail and stealing the bicycle which was the same color, make, and model as the one Abigail was seen riding. The defendant further advised he had abandoned the victim’s bike by a large tree in the vacant property just north of the 7-Eleven gas station located at 18226 Powell Road.
I responded to the vacant property just north of the 7-Eleven gas station located at 18226 Powell Road and located the bicycle in the location described by the defendant where I then contacted the victim who again responded and took possession of the bicycle.
The defendant remained in custody and was given a total bond of $15,500.00 reference this case.”
The defendant also stated he sometimes “snaps”

Arrest Summary Excerpt: “On 1/12/18, law enforcement responded to the area of Bedford Road and Bentley Avenue, Spring Hill, Hernando County, Florida where contact was made with the victim who had obvious facial injuries. Your affiant immediately observed the victim bleeding from his nose area, as well as his nose swollen, and possibly broken. Your affiant also observed the area around the victim’s left eye to be black in color and bruised.
The victim stated the defendant had “jumped him”. The victim advised the defendant got upset at him because he did not want to go to a friend’s house, and the defendant punched the victim in the face causing him to get knocked to the ground. The victim also stated the defendant got on top of him while he was on the ground and continued to strike him several times in the face. The victim advised while he was being hit he heard a “crack” noise, he believed to have been his nose breaking.
The defendant was then later located by deputies at the Dunkin Donuts, located at 11089 Spring Hill Drive. The defendant had minor cuts on both of his knuckles, as well as a small patch of blood on his right thigh area of his khaki pants. When asked how he got those injuries, the defendant stated he gets mad and hits stuff. The defendant also stated he sometimes “snaps” when someone says something wrong to him, and advised he could not recall the offense with the victim, but that is what “might have happened”.
It is noted that both the victim and the defendant were intoxicated during the time of the offense.
The defendant was placed under arrest for Felony Battery and transported to the Hernando County Jail without incident. He is being held on a $2,000.00 bond.”

Arrest Summary Excerpt: “The defendant and the victim were in a verbal altercation over the victim being pregnant and wanting to get an abortion. The altercation became physical when the victim attempted to walk away to go to bed and the defendant pushed her head into the wall. The defendant refused to let the victim leave during the altercation. The defendant struck the victim in the face and pinned her arms behind her back.
The altercation continued and the defendant pushed the victim to the ground with his knee across her chest and began to choke her and cover her mouth so she could not breathe. It should be noted the defendant told the victim he was going to kill her multiple times.
While speaking with the victim I observed an abrasion under the victims left eye. I observed red marks on both sides of her neck. I observed a small bruise on her right forearm.
Contact was made with the defendant who admitted to getting into an altercation with the victim over her wanting an abortion and the defendant stated, “I got mad.” The defendant then stated, “Whatever she says goes.”
It should be noted that the defendant and victim have been boyfriend and girlfriend who have resided together for the past year and a half and the victim is currently pregnant with the defendant’s child making the offense domestic in nature.
The defendant was taken into custody and transported to the Hernando County Jail. The defendant was provided a court date of 2/6/18 at 0900 hours in courtroom D.”
Gun Fired in Possible Road Rage Incident

Arrest Summary Excerpt: “After a possible road rage incident between the victim and the defendant, contact was made with the victim, Efthiminos D, who advised that he had stopped at the light of Mariner Boulevard in front of the YMCA located at 1300 Mariner Boulevard heading southbound still. Efthiminos advised that the vehicle was slowly approaching his window in which he could see a white male and another subject in the passenger seat. Efthiminos advised that when the light turned green, he accelerated when he heard what he remembers to be the sound of a gun shot.
Efthiminos advised that the vehicle began to chase him and he called for Law Enforcement due to him being afraid for his life and was in fear of being killed. Efthiminos advised that he didn’t see the vehicle behind him anymore and turned around where he saw the vehicle pull into the Spring Haven Loop living apartments and waited for Law Enforcement.
The vehicle was located at 377 Spring Haven Loop and the driver/defendant was identified as Ardian Sadria with the passenger witness as Indira R.
Deputy V. D. interviewed the defendant and advised that the defendant admitted to the allegations of shooting his firearm into the air and chasing the victim.
Deputy M. R. interviewed Indira who corroborated with the defendant’s statement.
The defendant was placed under arrest and was transported to the Hernando County Jail without incident. The defendant has a court date of 02/06/2018 at 0900 hours in Courtroom D. The defendant is being held on a $2,000.00 bond status.”
Borrowed Cell Phone and Ran Away

Arrest Summary Excerpt: “On 01/13/18, law enforcement was dispatched to the Dunkin Donuts of 11089 Spring Hill Drive, Spring Hill, Hernando County, Florida in reference to a Grand Theft. Contact was made with the victim at this location, who stated the defendant asked to borrow her cell phone to make a phone call. The victim allowed the defendant to use her cell phone, in which the defendant then did not make a phone call and ran off with the phone. The offense was witnessed by the victim’s friends and a taxi driver. The defendant was located by Deputy J. H. at the CVS across the street from the Dunkin Donuts (11115 Spring Hill Drive, Spring HIll, Florida). While in the execution of her legal duty to detain the defendant, Deputy H. attempted to escort the defendant, in which the defendant pulled away and ran from Deputy H. The defendant then tripped and fell, allowing deputies to detain her and charge her accordingly.
The defendant was transported to the Hernando County Jail without further incident where she is being held on a $3,000.00 bond.”
Spontaneously Uttered he “Smokes a lot of Weed”

Arrest Summary Excerpt: “On 01-14-2018, while on routine patrol in the area of Commercial Way and Cortez Boulevard, I observed a blue Volvo S70…, traveling northbound on Commercial Way and the vehicle had no functioning light illuminating the license plate. At that time, I conducted a traffic stop on said vehicle at the intersection of Commercial Way and Osceola Drive, where I made contact with the driver/defendant, Joshua Colon, who I identified via his Florida Driver’s License.
While advising the defendant why he was being stopped, I detected a pungent odor emanating from within the vehicle, which through my training and experience, I recognized as being unburnt marijuana. Upon asking the defendant if he possessed any marijuana inside the vehicle, he advised that he had some located inside a jar in his book bag which was located on the back seat.
At that time, the defendant was removed from the vehicle and a search was completed, revealing a glass mason jar sticking out of his book bag which contained a green leafy substance inside. I also observed a clear plastic bag inside the mason jar which also contained a green leafy substance inside. The green leafy substance later field tested positive for THC utilizing Narco Test Kit #7609. The green leafy substance laying loosely in the mason jar weighed a total amount of 26.7 grams and the green leafy substance located inside the bag inside the mason jar weighed 17.1 grams, which were weighed on an OHAUS scale (model number C305-P, serial number 23392) located at the jail.
Further probable cause search of the vehicle revealed a large clear plastic bag lying under the front passenger seat which contained four smaller clear plastic bags in which all four smaller bags contained a green leafy substance inside. The green leafy substance located in all four bags were all tested separately in which all four tested positive for THC utilizing Narco Test Kit #7609. The green leafy substance located in each bag was weighed separately with total amounts of 28.2 grams, 25.2 grams, 28.2 grams, and 28 grams which were weighed on an OHAUS scale (model number C305-P, serial number 23392) located at the jail.
The defendant was then taken into custody and transported to the Hernando County Jail without incident. While en route to the jail, the defendant spontaneously uttered the he “smokes a lot of weed” and “I purchase a large amount at once so it last me a long time.”
The defendant was charged with 1 count of possession of cannabis over 20 grams. The defendant was issued a bond amount of $2,000.00 and given a court date of 02-12-2018 at 0830 hours in courtroom E at the Hernando County Courthouse.”
Violated Injunction by Sending Friend to Pick Up Car

Arrest Summary Excerpt: “On 01142018, at or about 0938 hours, I responded to 6091 Idle A While Circle in reference to a restraining order violation.
Upon arrival, contact was made with Pamela B, who advised she has a domestic violence injunction against her husband, the defendant, David Woodall (2017-DR-2545). Pamela provided a copy of the injunction.
I observed the condition in the injunction stating no third party contact shall be made.
It should be noted the injunction was served, in person, at the Hernando County Courthouse, located at 20 N Main Street, Brooksville, FL on 12282017.
Pamela explained on 01072018, the defendant responded to Tammy V’s residence located at 6106 Idle A While Circle, in an effort to switch vehicles with Pamela. The defendant made contact with Tammy, who sent a text to Pamela at 1212 hours stating the defendant would not sign the title over to Pamela but that she could use it, in reference to a Nissan Pathfinder…; then at 1245 hours, Tammy sent an additional text to Pamela stating, “…an its ok he wants to hug and kiss u an come home”. Tammy later responded to Pamela’s address and gave her a handwritten note signed David Woodall and witnessed by Tammy. The note was written permission to drive the Pathfinder. I checked the signature against the one in DAVID and it appears to be consistent. The note was dated 1/7/18. The note was taken into EVIDENCE.
It should be noted; the defendant is currently out on bond for domestic battery against Pamela.
I then responded to xxxxx Azen Loop and made contact with the defendant. Post Miranda the defendant would not make any statements regarding the incident.”
