Arrest Summary Excerpt:
“On 06/1417, while on routine patrol, I observed a silver Nissan Sentra bearing Massachusetts tag# 7HAT30, traveling east on Cortez Boulevard. I observed the vehicle turn on its left blinker and travel into the far left turn lane and come to a complete stop as it came to a red light at the intersection of Sunshine Grove Road and Cortez Boulevard. From the complete stop at the red light, observed the vehicle to cut across all lanes of traffic and go through the red light and continue to travel east on Cortez Boulevard. I conducted a traffic stop of the vehicle, due to it traveling through a red light.
Upon making contact with the driver/defendant, the sole occupant in the vehicle, he appeared nervous as his speech was very rapid and he was sweating profusely. A strong smell of fresh marijuana was immediately detected emanating from the vehicle. I also observed a white powdery substance on the front of the defendant’s shorts. The defendant identified himself as Justin Arias and produced a valid Florida driver’s license.
I asked the defendant if he had any illegal narcotics or weapons in the vehicle, to which he replied, “No.” then asked the defendant what the white powdery substance all over the front of his shorts was, to which he immediately wiped it off and said it was “sand”.
At this time asked the defendant to step out of the vehicle. Again asked if there was anything illegal inside of the vehicle to which he replied, “No, check for yourself.”
A search of the vehicle yielded a crushed up powdery substance between the driver’s seat and the center console along with a rolled up straw, a plastic baggie containing a green leafy substance under the driver’s seat, a used needle inside of the driver’s door handle, a large scale containing residue of a green leafy substance on the front passenger seat and another used needle found in the trunk.
it should be noted the crushed up powdery substance matched the consistency of the substance l observed on the defendants shorts. The substance was collected and tested positive for Cocaine using NARCO test kit 7604.
The green leafy substance from the plastic baggie tested positive for THC using NARCO test kit 7608. The green leafy residue on the scale also tested positive for THC using NARCO test kit 7608.
The marijuana was weighed using scale model C305-P at the Hernando County Detention Center. The marijuana had a total weight of 4.5 grams.
The Cocaine was weighed using scale model C305-P at the Hernando County Detention Center inside of the evidence bag it was collected in. The Cocaine and evidence bag had a total weight of 6 grams. However, the evidence bag accounted for most of the weight and it is being sent off to FDLE for certified weight and identification.”
Fight over Phone Bill Leads to Domestic Battery Charge

Arrest Summary Excerpt: “Upon arrival at 9231 Grant Street, I met with witness Laura Boyce, mother of the victim, Wisper De Bow, and she said that when she arrived at the Kurt Street address, she heard her daughter scream, and when she pushed the gate open she saw Randall De Bow with his left arm wrapped around Wisper’s neck and punching her in the back of the head. Laura said that she got Wisper away from Randall and drove to her residence on Grant Street.
I spoke to Wisper and she said that she and her husband (Randall) got into an argument about paying her phone bill. Wisper said that Randall got upset with her and pushed her back against the swing set, where she struck her head. Wisper said that Randall then grabbed her and punched her in the back of the head. Wisper did not indicate that at any time did she ever struggle to breath, nor did she lose consciousness. Wisper said that she did vomit while she was headed back to her mother’s residence.
I did not observe any visible marks on Wisper, however, she was transported to Oak Hill Hospital for possible injuries.
I later made contact with Randall in the parking lot of 12983 Cortez Boulevard (Dollar General), and he said that he and Wisper got into a verbal argument only, over Wisper wanting him to pay the cellphone bill, and that Wisper did spit at him. Randall denied ever striking Wisper, and said that Laura was lying.
Based on the statement made by Wisper and Laura, I placed Randall under arrest for domestic battery, and transported him to the Hernando County Jail without incident. Randall was placed under a no bond status and completed a victim notification sheet.”
Switched License Plate Leads to Drug Arrest

Arrest Summary Excerpt: “On today’s date, while traveling southbound on Treiman Blvd., I observed a blue in color Pontiac with an attached license plate of 715KEG. A computer check of the attached license plate resulted in the plate being assigned to a Ford truck. A traffic stop was conducted in the parking lot of Circle K located at 35075 Cortez Blvd and contact was made with the defendant, Priscilla Bush, who was the driver.
Upon making contact with the defendant, she advised she did not have a driver’s license. I asked the defendant for her registration papers, at which time she stated she had just bought the car and she has not registered the vehicle. The defendant advised she was “just running to the store real quick.” I then asked the defendant if she had any form of identification, at which time she reached into her brown and gold purse and retrieved her inmate identification card.
I asked the defendant if she had any weapons or illegal narcotics in the vehicle, at which time she advised, “No, you can look if you want.” The defendant then exited the vehicle, and a search of the vehicle was then conducted. During the search of the vehicle, Deputy R. Killingsworth asked the defendant if the brown and gold purse belonged to her, at which time she advised, “Yeah, that’s mine.” Upon searching the brown and gold purse, a small silver plastic container was located in a small makeup bag. Two small baggies that contained clear crystal substance, a brown smoking pipe and a white capsule shape pill with the imprints of “10/325 M523″ were all located inside the silver container. The defendant advised she does not have any prescriptions for medications. The white pill was identified as Acetaminophen and Oxycodone via drugs.com.
A computer check revealed the defendant’s driver’s license was revoked on 11/15/04 for controlled substance. The computer check of the vehicle’s VIN (#1G2FS21S0KL201645) also resulted in the vehicle not being registered.”

Arrest Summary Excerpt: “On 06/16/2017 at the residence of 6267 Alderwood Street, Spring Hill, Florida 34606, the defendant left the residence with the victim’s gold 2004 Hyundai Sonata, without her permission at approximately 1500 hours.
The victim advised that she had told the defendant (the victim’s boyfriend) he was not allowed to drive her vehicle. The victim is the sole owner of the gold 2004 Hyundai Sonata. The victim advised that she had called and texted the defendant multiple times stating that he was not allowed to have the vehicle and that she would be reporting the vehicle as stolen if he had not returned it. The victim signed the affidavit of stolen vehicle.
It should be noted that the defendant and the vehicle were not at the residence upon my arrival.
Later on in the shift, the victim called stating that the defendant was back with the car at 2057 hours.
Contact was made with the defendant who stated that he did have the car.
Based the aforementioned information probable cause did exist for COUNT I: GRAND THEFT STATUTORY PROPERTY (MOTOR VEHICLE), bond $2000.”

Arrest Summary Excerpt: “On 06-17-2017 The defendant was observed by Walmart loss prevention, William Doritty, by taking said merchandise and concealing it in her purse. The defendant was aware of loss prevention monitoring her and fled through a rear fire exit door with said merchandise still in her purse with no intention of paying for said merchandise. The retail theft was recorded via video surveillance. The defendant was located hiding near the garden center of the store and was arrested accordingly.
A search of the defendant incident to arrest revealed that she had a zipper pouch in her purse containing two small clear zip style plastic bags containing a total of 1.0 gram of a crystal substance that field tested positive for methamphetamine. The defendant also had paraphernalia inside the zipper pouch which included a red pill container and four hypodermic syringes.
When taking the defendant into custody, she then provided a false name and date of birth of Nakita Mendoza with a birth date of 03-23-2001, which was revealed to be the identity of a younger sister. It appeared the defendant gave the false name due to an active Hernando County felony warrant for the arrest of the defendant; see case number 2017-18246.
The defendant was then transported to the Hernando County Jail without incident and charged with retail theft, possession of methamphetamine, possession of paraphernalia, and providing false identification to a law enforcement officer. The defendant was held on a combined bond of $4,500.00 and given a court date of 07-11-2017 at 0900 hours in courtroom D.”

Arrest Summary Excerpt: “Upon arrival contact was made with the victim Charles Deffendoll. Charles stated he had been in Indiana for last month receiving cancer treatments. Charles stated while in Indiana he received a phone call from a neighbor stating that the defendant (Laura Thomas) was possibly staying in his garage illegally. Charles stated he never gave the defendant any permission to stay in his residence or even go on his property. Charles stated he had driven down from Indiana to find a pickup truck parked in his driveway and he believed the defendant was in his garage.
Contact was made with the defendant who was found to be in the garage of Charles. The defendant refused to open the door for law enforcement. The defendant began to state “get off my property, the owner is dead, this is my house now”. The door to the garage was eventually opened and the defendant was standing inside with a 5ft garden hoe in her hands.
I attempted to approach the defendant when out of nowhere she swung the garden hoe at my face area. The defendant swung the garden hoe as if it were a baseball bat type of swing. The defendant refused to drop the garden hoe and once again tried to strike me in the face area. This time she attempted to thrust the garden hoe forward in a stabbing/jousting type motion.
The defendant was eventually taken into custody without further incident and transported to the Hernando County Jail. The defendant is being held on $5,000.00 bond per the bond schedule for Aggravated Assault Of A Law Enforcement Officer and a $1,000.00 bond per the bond schedule for Trespass To Structure Or Conveyance for a total bond of $6,000.00 per the bond schedule. The defendant was issued a felony arraignment date of 07/11/2017 at 9:00 a.m. in courtroom D of the Hernando County Court House in Brooksville Florida.

Arrest Summary Excerpt: “On 6/17/17, I responded to the area of Spring Hill Drive and Deltona Boulevard in reference to a possible battery. Information was received that the witness, Randy Hughes observed the defendant, David Alligood batter the victim, Regina Robinson while driving his moped scooter. Randy advised that he observed the defendant push Regina off of their moped scooter and then the defendant proceeded to grab Regina by her hair and walk her back to the parked moped. I then observed the defendant traveling eastbound on his moped scooter in front of 7385 Spring Hill Drive. The defendant and moped scooter matched the physical description.
Regina advised that she and the defendant engaged in a verbal altercation at which time she “got off the moped on my own”. Regina then advised that the defendant “grabbed me by my shirt to get me back on the moped”. Regina denied that the defendant ever grabbed her by her hair.
The defendant advised that he and Regina engaged in a verbal altercation while operating his moped scooter at which time he shouted for Regina to “get the fuck off of the moped”. The defendant then spontaneously stated that he then “grabbed her by her shirt to get her back on”. The defendant stated, “I didn’t hit my girl or anything like that”. The defendant then re-canted his statement and advised that he grabbed his own shirt and not Regina’s.
The defendant then handed me his Florida Identification Card (A423-179-880-100). I then questioned the defendant if he had a valid driver’s license. The defendant stated, “no I don’t have a license”. The defendant was knowingly operating the moped scooter with a suspended driver’s license.
The defendant was subsequently placed under arrest and transported to the Hernando County Jail where he is being held on a no-bond status, per the bond schedule. The defendant was given a misdemeanor court date of 7/10/17 court room B, at 0900 hours.”

Summary Excerpt: “Upon arrival made contact with Patrick Vera at which time I observed his right eye to have a large purple bruise, with a small laceration, and swelling. The blood vessels in Patrick’s eye were also large and covered his entire eye. Patrick advised that on June 16, 2017 his roommate, the defendant, punched him in the face. Patrick advised the defendant was in the kitchen cooking and he had walked up behind him to see what he was doing.
Patrick advised that the defendant then jumped and sprayed him with a water gun that was lying on the counter. Patrick advised that he then exited the residence and sat on the back porch to have a cigarette when the defendant exited and sprayed him again. Patrick then stood up at which time the defendant then attempted to run away and tripped and fell. Patrick advised that he then attempted to help the defendant up, at which time the defendant then struck him with a closed fist in the eye.
then made contact with the defendant via phone and requested to speak with him in person at which time he was very hesitant and wanted someone to be there with him. The defendant then advised that Patrick was attacking him and he was in fear for his safety. The defendant eventually agreed to meet in person in the parking lot of a shopping plaza and appeared very nervous.
While speaking with the defendant he kept changing his story and couldn’t keep track of what he was saying. The defendant also displayed obvious signs of deception such as fidgeting, avoidance of eye contact and acted very nervous and indecisive when asked if he wanted to complete a sworn statement.
While on scene I did not observe any injuries to the defendant to indicate he was ever attacked and there were no independent Witnesses to the incident.
The defendant was then taken into custody and transported to the Hernando County Detention Center without incident where he is currently being held on a $2,000.00 bond and has a felony arraignment date of 7/11/2017.
TEXT MESSAGE THREATS TO KILL
PALMERI, STEPHEN

Arrest Summary Excerpt: “On 06/18/2017 around 0555 hours, Stephen Palmeri, sent a written threat to kill Emory Strachan, to Emory’s wife, Sarah Strachan while she was at 4362 Bluewater Avenue in Spring Hill, Hernando County, FL, via text message. I was shown the text messages, which were sent from 352-515-4069. One text message read, “I’m gonna kill her then emory”. “Her” being Stephen’s girlfriend, Julie Sarkes.
After contact was made with Stephen, he confirmed that the phone number was his and admitted to sending the messages. He was placed under arrest for violation of Florida Statute 836.10, Written Threats to Kill or do Bodily injury.
An FCIC/NCIC check of Stephen revealed that he is on probation for Burglary of an unoccupied Structure or Conveyance. His probation runs from 12/10/2015 to 12/10/2020.”
